ELM 9.2: Delivery Method Can Be Saved With Effective Date Before Course Effective Date

Symptoms
Delivery method for a Course is able to be saved with an effective date prior to the Course's effective date if the delivery method is not modified. This leads to an invalid data scenario.
The issue can be reproduced at will with the following steps:
1) Navigate to Enterprise Learning > Catalog > Maintain Courses. Create a course with effective date: 01 July 2022.
2) Save the Course.
3) Create delivery method for the course with effective date 01 January 2022.
4) If you do not modify anything after setting the effective date, no warning message shows up and you are able to save.
