E-AWE: HCM Approval Email Notifications are not Getting Sent via AWE After PUM 47 Upgrade

Symptoms
Approval email notifications are no longer being sent after PeopleTools (PT) 8.60.08 and HCM 9.2 PUM 47 upgrade. This includes the delivered AddressChange and MaritalStatus approval emails.
Customer can successfully send and receive emails using delivered Tools functionality and smtp tests. In addition, custom processes which send email, are sent successfully if they use the delivered MCF application classes. Also, the customer's HCM Production environment, which is still on PT 8.58 HCM PUM 46, all approval email works fine.
Steps to replicate:

1. Upgrade to an environment such as the above (PT 8.60.08 and HCM 9.2 PUM 47)
2. Test the HCM delivered AddressChange or MaritalStatus approval emails, and observe that they are not being sent out.
