Negative Stock Balance is Created Even When Negative Inventory is Disabled For an Inventory Business Unit (Doc ID 2993132.1)

Express issues allowing to create negative stocks for an inventory business unit that has negative inventory disabled.

1. Setup inventory definition and ensure Allow Negative Inventory is not selected
     Set Up Financials/Supply Chain > Business Unit Related > Inventory > Inventory Definition
2. Setup Fulfillment > Reservation tab. Negative Available Qty allowed is not selected and Soft Reserve is selected
     Inventory > Fulfill Stock Orders > Fulfillment Rules > Setup Fulfillment
3. Setup Item Fulfillment> Setup Item Fulfillment tab. Soft Reserve is selected and Standard Ordering UOM is not updated.
     Inventory > Fulfill Stock Orders > Fulfillment Rules > Setup Item Fulfillment
4. See the Item inventory quantity for the BU setup above.
5. Create Stock request for the Item setup above with full quantity available in the inventory BU.
     Inventory > Fulfill Stock Orders > Stock Requests > Create/Update Stock Request
6. Hold the stock request
     Inventory > Fulfill Stock Orders > Stock Requests > Cancel/Hold Stock Requests
7. Create Express Issue for the same item and see the message
  "The transaction for item XXXXX, Location XXXXX XX XX XX will create a negative balance. (11100,896)
  The amount you have requested for the specified Item and Lot, Serial or Location will drive available quantity negative. Since negatives are not allowed in this business unit, this transaction is invalid. Please change the quantity requested to an amount equal to or less than available quantity before attempting to save this page."
8. Setup Item fulfillment and update the "Standard Ordering UOM" as EA
9. Create a new Express issue for the item see the below message:
  "The conversion rate for item XXX-XX, UOM, and UOM type XXXX does not exist. (11100, 112)
The conversion rate for the specified item, unit of measure, and unit of measure type does not exist."
10. Express issue was saved without any error and negative balance was created for the item.
