E-AWE: Administer Create Delegation Search Lookup does not Return a List Of Proxies, and Searching in Fluid Monitor Approvals Page Goes Into a Spinning Wheel (Doc ID 2993275.1)

When performing Step 2 (Proxies) in the Administer Create Delegation Request page, the page is not loading, nor are employee results or a list of Delegates being generated.
Also, when doing a search for Pending Approvals for any Process ID in the Monitor Approvals page, it goes into spinning wheel and nothing happens. The issue can be replicated in different browsers, including Chrome and Edge, and was reported by multiple users.

The issue can be reproduced by:

1. Navigate to Enterprise Components > Delegation > Administer Create Delegation Request.
2. Enter Delegator ID and Dates for any Approvals.
3. Click Next to Step 2, and click on the magnifying glass. It should be able to populate or return search results for the list of available Proxies, and then move to step 3 to continue.
4. Current result shows Step 2 is not loading nor generating a list of proxies.
5. Navigate to Enterprise Components > Approvals > Approvals > Monitor Approvals.
6. Select Pending for Header Status and click Search.
7. Observe that the application page spins, does not load nor return any results, including any error messages.
