HCM: From Manage Job Openings Page, List of Applicants, Other Action - the Action Widget Column Does Not Have Available Actions Listed

Symptoms
After PUM 45 upgrade, from Manage Job Openings page, select a Job with Applicants, and from the list of applicants, none have Other Action - Action widget.
The issue can be reproduced at will with the following steps:
1. Log in as User with Recruiting Manager Role
2. Go to Recruiting > Manage Job Opening Page
3. Click any Job Opening that has Applicants
4. from the list of Applicants, notice the Actions widget is missing.
