Symptoms

Getting high CPU utilization (up to 98%) on two servers running application and web server domains. During that peak, users are unable to login to the system.
Several occurrences of below message are observed in the Tuxedo log file (<PS_CFG_HOME>\appserv\<domain>\logs\TUXLOG.MMDDYYYY):

LIBTUX_CAT:1285: WARN: tpreturn message send blocked, will try file transfer.

In this case, the PeopleSoft application is configured with a 3rd Party External Signon Solution, by-passing the PeopleSoft delivered login page.
Upon accessing the page that would display the PeopleSoft system (trying to get to the Fluid Homepage), the page just keeps loading itself.

In this case, the server machines were on Windows Server 2016, but the behavior may not be exclusive to the Windows platform.


Kernel settings were checked on the Windows Server and they were ok, per E-TUX: How to Increase Oracle Tuxedo 12c IPC Resources on Windows to Allow More Application Server Domains to Start (Doc ID 2888041.1).
Tuxedo had the latest rolling patch for Windows (RP100).
