Eligible To Enroll Reset To On After Doing A Program Change

Symptoms
A student current program is marked as not eligible to enroll on the Term Activation Page. After making a program change, the eligible to enroll flag is now ON.
The issue can be reproduced at will with the following steps:
1. Term activate a student and note the eligible to enroll flag is OFF (Records and Enrollment -> Student Term Information -> Term Activate a Student)
2. Make a program change on the above student. (Records and Enrollment -> Career and Program Information -> Student Program/Plan)
3. Return to Term Activation page and note the eligible to enroll flag is now ON
