E-ES: Search Results Are Coming Up Only for "Company Directory" While for Other Searches Following Error Message Appears: "PeopleSoftTargetConnector:Unable to decrypt the password"

Symptoms
In PeopleTools version 8.58.14, search results are coming up only for "Company Directory". When performing a "Global Search", the following messages are observed in <PS_CONFIG_HOME>\webserv\peoplesoft\applications\peoplesoft\PSIGW.war\WEB-INF\errorLog.html:
- PeopleSoftTargetConnector:Unable to decrypt the password
- java.lang.Exception: Failed to decode ciphertext. Unable to retrieve decryption key. Invalid version.
The search menu for Elasticsearch is appearing and search results are returned only for "Company Directory".
Changes
PeopleSoft Elasticsearch was newly installed in a new node.
