Substitute Item Details are Deleted when Saving a Pick Batch with the Zero Pick option

Symptoms
Substitute item details are deleted when saving a Pick Batch with the zero pick option.
The issue can be reproduced at will with the following steps:
1. Navigate : Items > Define Items and Attributes > Define Item
Create Item : TST
Enter Description, Standard UOM, Default Category
Promise Option should be blank
Current Status : Pending Approval
Click Save
Click Substitutes
Add Sub Item : 10005
Check Use for Shipments
Use for Procurement : Manual and Automatic
2. Navigate : Items > Define Items and Attributes > Define Business Unit Item > US010-TST
Click Substitutes
Add Sub Item : 10005
Save
3. Navigate : Inventory > Fulfill Stock Orders> Fulfillment Rules > Reservation and Backorder Rule
Create new rule (SUBSP)
Rule Type : Line Backorder Rule
Enter Description
Select Reserve Substitute / Always / Cancel Backorder
Click Shipping
Check Cancel Backorder/Always
4. Navigate : Inventory > Fulfill Stock Orders> Fulfillment Rules > Setup Fulfillment > US010
Check Allow Item Substitutes
Check Cancel Backorder
Click Reservation Tab
Select Line Backorder Rule : SUBSP
5. Navigate : Inventory > Putaway Stock > Express Putaway
Item : US010-TST
Quantity : 100
Save
6. Navigate : Inventory > Fulfill Stock Orders> Stock Requests > Create/Update Stock Request > US010
Add item TST
Qty Requested : 2
Save and Click Reserve
7. Navigate : Inventory > Fulfill Stock Orders> Picking > Order Release Request
Select Order and Run Release Process
Pick Batch 28 is created
8. Navigate : Inventory > Fulfill Stock Orders> Picking > Material Picking Feedback
Search Pick Batch ID 28
Check Zero Picked
Save
Click ok
9. Navigate : Items > Define Items and Attributes > Define Business Unit Item > US010-TST
Click Substitutes Tab
Issue : Substitute item details are deleted.
