E-WF: In Portal DB, When Clicking "Open Action View" Link from the Action List, Error "Your Are Not Authorized For This Page" Shows up (Doc ID 2995198.1)

The site has Interaction Hub as Portal and FSCM as content provider DB.

In Portal DB, when clicking "Open Action View" link in the Action List, the following error shows up.

You are not authorized for this page



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to Portal DB.

2. In the Home screen/landing page, click on the action list, 3 vertical dots(the 2nd one below the blue header line).

3. Click on "Open Action View".

4. Observe the error 'You are not authorized for this page'.
