Symptoms
W-4 form has incorrect text under (c)Extra Withholding and the words "Not Applicable".
It should be the same as the form provided by IRS (https://www.irs.gov/pub/irs-pdf/fw4.pdf)
Steps to reproduce the issue:
1. Navigate to Employee Self-Service > Payroll > Tax Withholding.
2. Select Form Type: Federal and follow the steps to view the W-4 form.
