EPY: Employee is Calculating the CT PFML When Transferred to NY for the Jurisdiction and the CT is Resident that is Set to "Not Applicable"

Symptoms
An employee is calculating the CT PFML when transferred to NY for the Jurisdiction and the CT is resident that is set to "Not Applicable" for CT PFML.
We expected the CT PFML not to be calculated for CT PFML when it is now set to "Not Applicable".
The issue can be reproduced with the following steps:
1. On Tax Data insert a row effective ie. 12/25/2022 and change State Tax Data for CT (Resident) to PFML "Not Applicable" - Payroll for North America>Employee Pay Data USA>Tax Information>Employee Tax Data
2. Insert another row and indicate the State "NY" as the UI Jurisdiction and save
3. Go to the employee tax distribution for the same employee and insert a effective date row of ie. 12/26/2022 for NY at 100% - Payroll for North America>Employee Pay Data USA>Tax Information>Employee Tax Distribution
4. Create paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets
5. Run the payroll calculation - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
6. Verify on Review Paycheck Taxes that the CT PFML is still being calculated - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
