Symptoms
Withholding Sent File (WTHD_SNT) process is abending at Step WTHD_SNT.MAIN.GBL.default.1900-01-01.Step05.OnExecute. AE SQL/PeopleCode trace file has the below error.

ErrorReturn-> 141 - Invalid datetime value. (180,141) WTHD_SNT.MAIN.GBL.default.1900-01-01.Step05.OnExecute PCPC:351 Statement:2
STEPS TO REPLICATE
1. Navigate to Suppliers > 1099/Global Withholding > 1099 Reports > Withholding Sent File
2. Run Withholding Sent File
3. Process will abend at Step WTHD_SNT.MAIN.GBL.default.1900-01-01.Step05.OnExecute with the above error
