EPY: Why In Indiana WH4 Form, the Effective Date Row In Update Employee Tax Data Is Not The First Day Of the Next Year When The Option " Check This Box If The Changes To The Counties Are Effective For The Next Calendar Year" Is Selected? (Doc ID 2997242.1)

Goal

Upon selecting "Check this box if the changes to the counties are effective for the next calendar year. (See instructions)" check box in Indiana WH-4 form, the Employee Tax Data component is not reflecting the change in the next calendar year as expected. Instead, it is adding a new row with an "as of change date".

Should the Effective Date for the new row created  in the Employee Tax Data be the January 1st of the next year?

Steps to reproduce the issue:

1.Log in as Employee.

2. Navigate to ESS Tile > Payroll > Tax Withholding > Select Form Type as State > Indiana Withholding Allowance Certificate.

3. Enter minimum steps and then check the "Check this box if the changes to the counties are effective for the next calendar year. (See instructions)" checkbox.

4. Click on Submit changes

5. Log in as Administrator

6. Navigate to Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data.

7. Select the employee. Verify that a new row has been entered as of the change date rather than for the new year.
