Inserting Job Row Updates Last Increase Date in Pay Rate Change Page Even Though No Pay Increase Was Entered (Doc ID 2997975.1)

Symptoms

When inserting a Job data row, it updates Last Increase Date in Pay Rate Change Page even though no pay increase was entered in job data.

Steps to reproduce the issue:
1) Look up employee with Last Increase Date is less than today , Main Menu > Workforce Administration > Job Information > Pay Rate Change
2) Insert a new Job row , change effective date to 8/16/2021. Save and click through the warnings , Main Menu > Workforce Administration > Job Information > Job Data
3) Last increase date is changed in Pay Rate Change Page even though there was no change in pay.
