Symptoms


The same requisition justification comments are added each time the Requisition page is saved.

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement > Create Requisition 
2. Add an item
3. Go to Checkout page
4. Add justification comments
5. Save the requisition
6. Submit the requisition
7. Navigate : eProcurement > My Requisitions
8. Edit the same requisition 
Issue :  The justification comments are duplicated twice
