Deleted Comments and Attachments are Displayed When Editing the Requisition on the Requisition Page (Doc ID 2998941.1)

Symptoms

Deleted comments and attachments are displayed while editing the requisition.

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement >Create requisition 
2. Add an item
3. Checkout the requisition
4. Add header comments and attachments
5. Submit the requisition
6. Navigate : eProcurement > My Requisitions tile
7. Edit the same requisition
8. Open the header comments and delete it
9. Submit the requisition
10. Open the same requisition from the My Requisitions tile
Issue : Deleted Comments and attachments are displayed.
