SFP: Cannot Package Students Who Are Non-Matriculated And/Or Pre-College

Symptoms
We cannot package students who are non-matriculated or pre-college.
1. Log in to CS.
2. Go to Campus Community >> Student Financial Planning Interface >> Process SFP Messages
3. Send a Packaging Start Date message.
4. Send a Student Academic and Fin Infor message.
5. Log int to SFP production.
6. Search for the student. The student has no packaging information.
