GPESP: Impossible to load FIE File when there are 2 Employee IDs With The Same SSN_EMPLOYER

Symptoms
Issue encountered in uploading FIE absence files to Peoplesoft. The issue occurs when an employee has had 2 employee IDs registered with PeopleSoft.
In these cases, the FIE load cannot be assigned by its NoSS (SSN_EMPLOYER) which is the correct ID.
The employee has only 1 active employee ID, so the file should correctly identify the employee ID by searching for the employee ID that is active in the system.
Steps to reproduce the issue:
1. Global Payroll & Absence Mgmt> Social Security/Insurance > Review FIE File ESP
2. For the Employee with SSN_EMPLOYER: 08XXXXXXX072 the FIE file is loading with an IT absence on 31/07/2023.
3. The file should have been loaded for the active employee ID, instead of employee ID which is inactive.
