EPY: Unable To Access W2 From Self Service for older PeopleTools Release

Symptoms
When attempting to access classic W-2 self service pages for 2023 on an older PeopleTools version, the page states it is processing, but it never displays the page, yet prior W-2s will appear.
Also, the template PYW223S_EE cannot be previewed for 2023 but can for 2022.
Steps to Reproduce
1. Apply Tax Update 23-D to retrieve the new templates
2. Create the W-2s for employees
- Load the data (Payroll for North America > U.S. Annual Processing > Create W-2 Data > Load Year End Data)
3. Attempt to review the W-2s (Payroll for North America > U.S. Annual Processing > Create W-2 Data > View W-2/W-2c Forms)
- Nothing appears
4. Search for the Template PYW223S_EE in Report Definition (Reporting Tools > XMLP Publisher > Report Definitions
- Go to the Templates Tab
- Click Preview
Nothing Happens
5. Search for the Templatet PYW222S_EEin Report Definition
- Go to the Templates Tab
- Click Preview
- A Pop-up Page appears with sample data for the form.
