Error 'Cannot Insert Null Into PS_SFA_ISIR_CONT.SFA_USER_PROV_DATA' Occurs When Running Insert ISIR Rows Process (FAISIRIN) After Applying Patch 35043037 (Doc ID 3000246.1)

Symptoms

Running the Insert ISIR Rows process (FAISIRIN) for an Aid Year runs to Success in the process scheduler.  Reviewing the process log shows no data was inserted into PS_SFA_ISIR_CONT table by the process.  The following error is logged for each student processed.

The issue can be reproduced at will with the following steps:

1. Navigate to Financial Aid, Canadian Application Data, Insert ISIR Rows;
2. Select a run control and populate it with the Aid Year;
3. Submit the process to the process scheduler;
4. Note the process runs to success;
5. Click on the process details, and review the process log file;
6. Note the reported error messages.

 Patch 35043037 -  2024-2025 ISIR UPDATE: FAFSA SIMPLIFICATION was applied.
