HCM: After Applying PUM 47, Employee Hierarchy Is Not Correct In Direct Reports Table (Access Method 4) When They Report To An Open Position (Doc ID 3000908.1)

After applying PUM 47, Direct Reports is not building out the full hierarchy for positions reporting to a vacant position. It only has the one row for the empty position and does not build out the higher report levels. This is specifically affecting Access Method 4 (Full Position Management).

The issue can be reproduced at will with the following steps:
1. Run the HR_DRPT_BLD process
2. Check the HR_DIRECT_REP_4 table data for an employee that reports to an open position.
3. The table will only have the direct open position supervisor row, and not contain any higher positions.
