EEX9.2: In Expense History Record, Hold Action Is Getting Deleted Post Approval

Symptoms
When an Approver Holds an Expense Report the action is getting stored in PS_EX_APRVL_HIST Record. After Approval that Hold line and comments are getting Deleted.
The issue can be reproduced at will with the following steps:
1. Create Expense Report for KU0042 and Submit For Approval. Information is stored in PS_EX_APRVL_HIST record- submited line exists
2. Login as HR Supervisor User MGR1 and hold Expense Report. Hold action is stored in PS_EX_APRVL_HIST record- hold line exists
3. Approve Expense Report as HR Supervisor. In PS_EX_APRVL_HIST record- approved line exists, hold line is deleted
