E-PERFMON: Unable to Ping PPM Console -- Invaild Password

Symptoms
Unable to ping the PPM (PeopleSoft Performance Monitor) console.
1. Log into the monitored system.
2. Navigate to
PeopleTools > Performance Monitor > Administration > Specify Monitor URL
3. Enter the Specify Monitor URL information:
http[s]://<monitoring.domain.com>:<port>/monitor/ps/
Note:
the URL must end with a forward slash “/”)
the URL must end with a forward slash “/”)
4. Click on the button [Save and Ping PPM]
5. A new page will appear which has "Enter the PPMConsole Access Password" field to fill in the password. Then hit the [Submit] botton.
6. The following error appears on the screen:
