Symptoms
FLSA OT and Premium Pay Rounding not compliant with OPM standards
When processing pay calculation for employees with hourly FLSA OT, OT, and Premium pay, the rate is not calculated to the OPM requirement.

Rates must be rounded to the nearest cent, counting one-half cent and over as the next higher cent (e.g., round $18.845 to $18.85)
The issue can be reproduced with the following steps:
1. Create paysheets - Payroll for North America>Payroll Processing USF>Create and Load Paysheets>Create Paysheets
2. Enter 40 hours for REG and 6 hours for OTP on paysheets - Payroll for North America>Payroll Processing USF>Update Paysheets>By Payline
3. Run payroll calculation - Payroll for North America>Payroll Processing USF>Produce Payroll>Calculate Payroll
4. Review the paycheck earnings that shows the rounding happens after the 6 hours are applied and not before - Payroll for North America>Payroll Processing USF>Produce Payroll>Review Paycheck
