HCM: EEO-1 File Produced By PER016 SQR Has Incorrect Status Code Value For New Establishments Under 50 Employees

Symptoms
When running PER016 to generate the EEO-1 file, the wrong status code is generated for new establishments if they have under 50 employees.
The issue can be reproduced at will with the following steps:
1. Run PER016 process to generate the EEO-1 file
2. Review the file. A small establishment under 50 employees is marked with incorrect status code '9' in the file, when it should be '8'
