Symptoms

Internal applicants are getting a peoplecode error when trying to add References to a job application.

The issue can be reproduced at will with the following steps:
1. Navigate to Careers tile
2. Search for a job, and click Apply
3. Go through the application until user gets to the References step
4. Click Add Reference button. User gets an error
