HCM: Candidate Gateway Registration Update For New Required Phone Field Not Saving (Doc ID 3001921.1)

After making a change to the Recruitment Installation table (Applicants Tab) by setting the Phone as a required field, previously registered applicants are unable to sign in. They are prompted to enter the missing field, but the data is not saved and applicant is not logged in.

The issue can be reproduced at will with the following steps:
1. Create a new applicant registration in external Careers
2. Change the Recruiting Installation to require the Phone number field
3. Try to sign in to Careers again as the applicant in step 1. User will be prompted to update with a phone number
4. Upon saving, the user is taken back to Careers home, but they are not actually logged in, nor is the phone number data saved.
