Symptoms
When upgrading to PeopleTools 8.60 and implementing PUM Image 49, the Fluid Approval button displays 'missing label' error, as shown below. It's supposed to display an 'Approve' label. The 'Deny' button beside it displays fine. The same issue occurs in all browsers for all other users and approvers, and all other Process IDs.

1. Log in and click the Approval Tile on the landing page.
2. Choose or click any Pending Approval transactions.
3. When the transaction details page loads, the action buttons at the top right of the page which should show 'Approve'and 'Deny' shows '**missing label**' and 'Deny'.
