Mass Update Process Updates the "LASTUPDDTTM" and "LASTUPDOPRID" Fields of All Historical Data Rows with the Most Recent Data Even If Correct History Is Not Flagged (Doc ID 3003707.1)

Symptoms

When running Mass Update process on Job Data, on all historical data rows, the LASTUPDDTTM and LASTUPDOPRID fields are updated with the most recent data even if correct history is not flagged. 


Steps to replicate the issue:
1. Navigate to Worforce Admin > Collective Processes > Mass Update > Define Mass Update
2. Process Mode options used:
    "Add a new Effective Date" and "Include Eligible Future rows" options checked
3. Navigate to Worforce Admin > Collective Processes > Mass Update > Execute Mass Update
Results: New effseq row are added as expected with the appropriate LASTUPDDTTM and LASTUPDOPRID.
On all historical data rows from Job Data, the LASTUPDDTTM and LASTUPDOPRID fields are updated with the most recent data which is incorrect.
