ETL92: First Leave Accrual For New Year Displays Negative Max Accrual Hours Of The Last Year. (Doc ID 3005084.1)

Symptoms

After the first-year leave accrual is run, when employee reviews leave balance details via Employee Self Service >Time tile > Leave/Comp Time tile > Click on Vacation tile, the hours shown as taken for the first accrual of the year is incorrect.
It appears the system is showing the Taken_YTD balances (in negative) of the employee from the previous year in the new year accrual row.
The issue also occurs for other leave balances shown on the Leave/Comp time page even after fix for Bug 32317187 has been applied.

Steps to Recreate:
Navigation: Employee Self Service >Time tile > Leave/Comp Time tile > Click on Vacation tile
1. Find employee enrolled in leave plan that has a maximum number of hours they can accrue
2. Run leave accruals for a year to reach maximum number of hours.
3. Process the first accrual of the new year.
4. Log in as Employee via Employee Self Service >Time tile > Leave/Comp Time tile > Click on Vacation tile. Note: The balance is still at max accrual amount, but hours taken shows a negative value that matches the total hours taken the year before.
