In Benefits Administration, the employee is not offered a Benefit Plan with Coverage Code O in Plan Type 1X as expected.

Steps to reproduce the issue:

1. Run Benefits Administration process to prepare options for this employee (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
2. Attempt to enter employee's election for Plan Type 1X in Perform Benefit Election Entry and see that there is no option for the Coverage Code of O (Navigation: Benefits >
Manage Automated Enrollment > Participant Enrollment > Perform Benefit Election Entry)
