E-PIA: Configurable Search - Disappearing Prompts In Basic Search

Symptoms
When using Configurable Search in PT 8.60.11 Prompt buttons (spyglasses) will disappear if Configurable Search is set to use Basic search in the new search pages.
No issue if its presentation is set to Advanced Search, but when Configurable Search is set to Basic, they disappear.
The issue can be reproduced at will with the following steps:
1. Log into a CS application
2. Navigate to PeopleTools > Utilities > Manage Configurable Search.
3. Search Content Reference typing "maintain"
4. Select "Maintain Applications" from the dropdown list of options
5. Under Default Search Presentation select "Basic"
6. Click the Save button
7. Navigate to Student Admissions > Application Maintenance > Maintain Applications
8. In the Search page that opens, observe that none of the search fields have prompt buttons (no spyglasses), which is different than the other case when "Advanced" was set at step #5 above, in which case, there will be 10 prompt buttons visible in the "Advanced" configured search page.
