Batch Budgets COBOL FAPBDGTE Fails to Execute on Windows Platform (Doc ID 3006274.1)

Symptoms

In a Windows Platform, when trying to run the Process Equation batch process (FAPBDGTE.cbl) it immediately goes from queued to error in Process Monitor.

As a result, a COBOL log is not produced, however the following error details display in the process scheduler log:

The issue can be reproduced at will with the following steps:

  1. Financial Aid > Budgets > Assign Budgets > Process Equation
  2. Enter the run control parameters.
  3. Process run to error.
  4. Observe the error in the process scheduler log.
