ELM: When Consolidate Email Enabled, EOEN_ALERT Process Sends Alert Notification Emails Only to the First Recipient (Doc ID 3006401.1)

When the "Consolidate Email" checkbox is checked or enabled on the Alert Definitions page, EOEN_Alert generates email notifications only for the first recipient in the list of email recipients.

The issue can be reproduced at will with the following steps:

1. Navigate to Enterprise Components > Events & Notifications > Alerts > Alert Definition
2. In the Alert Attributes section, enable the 'Consolidate Email' checkbox and save.
3. Run the alert process via Enterprise Components > Events & Notifications > Run Alerts
4. Only the first recipient in the Userlist receives the email
