ETL9.2: Mid Period Workgroup Change Message "#Username has a mid-period time reporting profile change on #Date." Not Coming In Enter Time Page When the Workgroup Change Date Is Lesser Than the Current Date

Symptoms
When an employee has a workgroup during the middle of pay period, the Mid period workgroup change message " #username has a mid-period time reporting profile change on #Date." on top of the Enter Time page is not displayed.
This happens when the workgroup change date is lesser than the current date. The message is displayed only when we go back and come to the current period by toggling between previous and current periods.
Steps to replicate the issue:
1. Navigate to Setup HCM > Product Related > Time and Labor > Time Periods > Weekly and create new Time Period ID with following values:
Start Day of Week = 6 - Saturday
Period Lengh in Weeks = 2
2. Navigate to Setup HCM-> Product Related > Time and Labor > Time Periods > Build Time Period Calendar and build the Time and Labor calendar for the new time period.
3. Navigation to Setup HCM > Product Related > Time and Labor > Rules and Workgroups > Workgroup and change the Time Period of the Workgroup "KUWRKGRP9" to the new Time Period Id defined.
Do the same for the Workgroup "KUWRKGRP16".
4. Navigate to Time and Labor > Enroll Time Reporters > Maintain Time Reporter Data and pick an employee for which we already changed the Time Period in the previous step (e.g. KU0331). The employee already have a Time Reporter profile defined with Workgroup "KUWRKGRP9".
Insert a new row with an effective date lesser than the current date and Workgroup "KUWRKGRP16".
5. Login as employee and navigate to Enter Time page.
The Mid Period Workgroup change message "#username has a mid-period time reporting profile change on #Date." is not displayed on top of the page as expected.
6. Now going back to previous pay period by clicking the Previous arrow.
Then coming back to current pay period by clicking the Next period arrow button.
The Mid Period Workgroup change message is displayed as expected on top of the page.
