HC_BEN_BENEFIT_HST2 search index fails when BEN_PROG_PARTIC has future dated row for New Hire Employee.

The issue can be reproduced at will with the following steps:

1. Hire a new Employee.
2. Modify Job Data Effective date to the future date.
3. Assign Employee to a Benefit program with the same future date. Navigation: Benefits > Enroll In Benefits > Assign to Benefit Program > Assign to Benefit Program.
4. Enroll Employee to Health Benefits with the same future date. Navigation: Benefits > Enroll In Benefits > Health Benefits > Health Benefits.
5. Clone Employee Benefit Program with EFFDT greater than enrollment date from the previous steps. Navigation: Set Up HCM > Product Related > Base Benefits > Benefit Clone Utility > Benefit Clone Utility.
6. Run Full Build Index for HC_BEN_BENEFIT_HST2. Navigation:PeopleTools > Search Framework > Administration > Schedule Search Index > Build Search Index.
