UCAS: The Button 'Remove Applicant' For A Cancelled Applicant In The SAD_UC_STARW Page Is Partially Removing The Record (Doc ID 3007377.1)

While clicking the 'Remove Applicant' button for a Cancelled applicant on the SAD_UC_STARW page, the system removes the record partially and not fully, as it should. 

The issue can be reproduced at will with the following steps:

1. Navigate to: Main Menu > Student Admissions > UCAS Processing > Remove Wrong Applicants > UCAS Wrong Applicants
2. Select an applicant who is Cancelled = Y and is still in a Pending state
2. Press on 'Remove Applicant' button
3. Notice that the Status is “Partially Removed”
