E-PUM: Creating a Change Package Using Linux PUM Image From OCI Fails With "File cannot be found in PI home" and "Failed to create change package" (Doc ID 3010757.1)

Symptoms

When attempting to create a change package using Linux PUM in OCI, the following error is observed in the log file:


Invalid File Reference(ID-COM_PEOPLESOFT_FSCM_SCMT_JAR,Type Code-CLASS):File cannot be found in PI home.

The issue can be reproduced with the following steps:
1. Define a new change package that contains all updates not applied using Linux PUM Wizard

-Login to PIA
-Navigate to Update Manager Home page and Click Update Manager tile
-Define Change Package


2. In step 6 of the wizard, click on "Continue" to create and apply change package (Source only steps)
3. PUM starts processing but then fails with an error
