Approvals In Person Profiles Displaying 'Approval Not Required' Instead Of 'Pending Approval'

Symptoms
In Person Profiles page, upon clicking on the link "items pending approval", an approval page pops up with the wrong header "Approval Not Required".
Steps to reproduce the issue:
1) Log in as an employee and go to Employee Self Service > Talent Profile.
2) Click on any profile item in the left column, fill out the details and submit.
3) Log in as an approver and go to Navigator > Workforce development > Profile Management > Profiles > Person Profiles
5) Open the profile for the employee who uploaded the degree
6) Under "Approvals" there should now be a link "1 item(s) pending approval". Click on it , 'Approval Not Required' displayed instead of 'Pending Approval'
