ELM9.2: View All Learning is Not Returning Results using Existing Filters

Symptoms
View All Learning is not displaying results for the learner. No matter which filter is selected, it always returns blank.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Learner Tasks > View all Learning
2. Search for the desired Learner
3. Resulting page is blank, even with filter set to "All Learning - any status,type or date"
