Group Build Does Not Return Full Number Of Results When Clicking Launch Count Button

Symptoms
Group Build does not return full number of results when clicking launch count button.
Steps to reproduce the issue:
1. Navigate to Main Menu>Reporting Tools>Query Manager>Create group build query that has criteria with a grouping of in list items using an ‘OR’ logical.
2. Create a group build definition using the query that was created above.Navigation: Setup HCM > Common Definitions > Group Build > Group Build Definition > Add new value. In Group Profile Tab , enter effective date,description and query name and save.
3. In Group Definition Tab: Click on the Launch Count Icon. The count is less than the query results.
