After Updating Both the FM and IM Extension Records to use Undergrad/Graduate Rule Set and Calculating INAS, STUDENT_AID is Updated to use the BASE Rule Set Causing the Need Summary to be Wrong. (Doc ID 3014678.1)

Symptoms

After defining the Global Options Rule Set and the IM and FM Extension records to use the Rule Set of Undergrad/Graduate, the Calc Type to Both FM & IM, and the Data Source to Both Federal & Institutional, then performing an INAS Calculation, the Rule Set updates STUDENT_AID to BASE and the Need Summary is incorrectly showing the Federal Rule Set and the Institutional Rule Set to be CSS and note Undergrad/Graduate.

The issue can be reproduced at will with the following steps:
1. Identify a student who has both an ISIR and a Profile application for the 2024-25 aid year.
2. Set Up Global Rules to Undergrad/Graduate and calc type = Both IM & FM
3. Navigate to Institutional Application -> Maintain Application 2024-25 and set the IM and FM Extension Record to Option = Undergrad/Graduate and Calc Type = Both FM & IM
4. Back on the main page, make a data element change to see a change in the IM and FM EFC/SAI
5. Click the Calc INAS button.
6. When the process returns, click on the Need Summary link.
7. Note the Federal Rule Set = CSS and the Institutional Rule Set = CSS
