NSLDS_ISIR_YEAR Field is Blank for 2024-2025 Data in PS_NSLDS_FAT_AGGR (Doc ID 3014946.1)

Symptoms

Institutional Student Information Records (ISIR) loaded for 2025 are not populating the aid year in the PS_NSLDS_FAT_ARRG record.
 
The issue can be reproduced at will with the following steps:
1. Load Files using Application Engine FA_INBOUND
Financial Aid > File Management > Import Federal Data Files for 2025.

2. Run the Process Institutional Student Information Record (ISIR) COBOL 
Financial Aid > File Management > ISIR Import > Process ISIRs.

3. Query the PS_NSLDS_FAT_ARRG record for rows with an  NSLDS_ISIR_YEAR of '25'.
