Fluid Express Issue is not Using Default Stocking Unit of Measure (UOM) as Defined on PS_INV_ITEM_UOM Record

Symptoms
When creating fluid Express Issues, the system is defaulting the Standard UOM and not the Default Stocking Unit of Measure as defined on the PS_INV_ITEM_UOM record.
Steps to Reproduce the Issue:
1.Fluid on at navigation PeopleTools > Portal > Branding > Branding System Options level
2.Define an item with different UOMs
Navigation Items > Define Items and Attributes > Define Item
Standard Unit of Measure = EA
Unit Of Measure link has conversion for
Unit Of Measure = BOX
Default Stocking UOM = Y
Default Req UOM = Y
Unit of Measure Type in [Ordering, Shipping, Stocking]
3.No ‘Standard Ordering UOM’ defined at Setup Item Fulfillment, but only at BU level
Navigation Inventory > Fulfill Stock Orders > Fulfillment Rules > Setup Item Fulfillment
Standard Ordering UOM / PS_DF_SETUP_IT_INV.UNIT_MEASURE_ORD = [empty].
4.Define Business Unit Item
Navigation Items > Define Items and Attributes > Define Business Unit Item
Notice the Standard Unit of Measure = EA and not BOX where was selected ‘Default Stocking UOM = Y
5.Create MIN Express Issue
Navigation Mobile Inventory > Express Issue tile
Press Add
6.Enter item ID
7.Then press <Tab> - the ‘Standard Unit of Measure=EA’ is populated instead of Default stocking UOM = BOX
