When the User Selects a Punchout Item and Uses the Add Button at the Top of the Item History Page, the Incorrect Quantity is Updated for the Item (Doc ID 3016164.1)

Symptoms

When the user selects a punchout item and uses the Add button at the top of the item history page, the incorrect quantity is updated for the item.

The issue can be reproduced at will with the following steps:
1, Navigate : eProcurement > Administer Procurement > Maintain Supplier Integration > Linked Suppliers
       Configure Punchout Supplier
       Add properties :
              ALLOW_EDIT : Y
              ALLOW_PO_CHNG : N
              ALLOW_SHIPPING_EDIT : N
              ALLOW_VIEW : N
2. Navigate : eProcurement > Create Requisition
       Click Item History
       Click Add button next to the Quantity Field for the punchout item
       Change quantity from 1 to 3
       Click Submit Order
       Click Checkout icon
       Note the quantity of the item is 3
       Click Continue Shopping
       Click Item History
       Select the same punchout item and click the Add button at the top
Issue : The quantity of the item is 4 instead of 3
       Click Submit Order
       Click checkout button
Issue : The quantity (7) of the item is not correct
