E-IB: Changes to Gateway Setup Properties are Lost After Enabling Global Chatbot

Symptoms
Global chatbot was enabled at the sample site. Subsequently, when a user changed some gateway settings via the Gateway Setup Properties page and saved the changes,
the changes were lost and not saved to the integrationGateway.properties file.
Steps to replicate:
-------------------
1. Set up chatbot, and enable global chatbot functionality.
2. Navigate to the Integration Broker (IB) Gateway page (Navigation: PeopleTools > Integration Broker > Configuration > Gateways).
3. Log into the Gateway Setup Properties, make some change(s), and save the changes.
4. Open the integrationGateway.properties file, and observe the changes were not saved.
