Saved Search Is Not Working as Expected in Fluid Position Management Page.

Symptoms
When the user attempts to perform the save search on the fluid position managment page, 'No Rows Found' message apparead.
The issue can be reproduced at will with the following steps:
- Navigate to Workforce Admin Dashboard > Position management > Manage Position
- Enter Business Unit and Save the search
- Reopen the page again and select the saved search criteria
- Click on Department prompt
- Observe that the SETID is blank and hence no Departments are populated.
