E-PRCS/E-PN After Configuring Push Notification, the Process Scheduler Fails to Start with Error CMDGW_CAT:1521 (Doc ID 3016917.1)

Symptoms

After configuring the Push Notification with the scope of enabling Auto Refresh on the Process Scheduler, the following error is observed when attempting to start it via PSADMIN: 

 

Issue can be replicated at will with the following steps: 

1. Start PSADMIN executable.
2. Attempt to bounce the Process Scheduler.
3. Observe the above error.
