ETL92: PUM 48 Comments Field Missing For Elapsed Time Reporter On Enter Time Using MSS And ESS

Symptoms
On PUM 48, the Comments field is missing for Elapsed time reporter via MSS > Team Time > Enter Time as well as via ESS > Time tile > Enter Time.
There is no issue for Punch time reporter via MSS or ESS; comments box shows on the page as expected.
Steps to Recreate:
1. Login as Manger using navigation MSS > Team Time > Enter Time. Select an Elapsed time reporter. Notice Comments box is missing on the Page.
2. Login as Manger using navigation MSS > Team Time > Enter Time. Select a Punch time reporter. Notice Comments box is shown on the page as expected.
3. Login in as an Elapsed time reporter using navigation ESS > Time tile > Enter Time. Notice Comments box is missing on the Page.
4. Login in as a Punch time reporter using navigation ESS > Time tile > Enter Time. Notice Comments box is shown on the page as expected.
